History of the United States Military Strategists Association

In early 2007 the leadership and students of the Basic Strategic Art Program (BSAP), the qualification course for Army strategists (Functional Area 59), determined there was a need for an association to strengthen the community of strategists, enhance the study and practice of the strategic art, and recognize the contributions of those in the community.  Driven by the developer and lead instructor of BSAP, Dr. Michael Matheny; two senior Army strategists and former students of Dr. Matheny, COL Daniel Klippstein and COL James Boling; and the director of BSAP, LTC Michael George, a proposal for the United States Military Strategists Association (USMSA) was written by MAJ Scott Davis.  This proposal was presented at the US Army War College Strategy Conference on 27 March 2007 following the Functional Area 59’s annual branch meeting.  Upon approval, the Association’s first Executive Council was elected, composed of:

  • President – COL James Boling
  • 1st Vice President – MAJ Scott Davis
  • 2nd Vice President – LTC John George
  • 3rd Vice President – LTC Robert MacMullen
  • Executive Secretary – CPT Timothy Wolfe
  • Executive Director (appointed) – Dr. Michael Matheny
  • Order of St. George Coordinator (appointed) – BSAP Director
  • Website Administrator (appointed) – MAJ Aaron Bazin

In addition to the founding of the Association itself, the USMSA journal, STRATEGOS, and a medal for awarding excellence in the strategic art, the Order of Saint Gabriel, were created.  The first edition of STRATEGOS was published in the summer of 2007 and the first Medals of Saint Gabriel was awarded to Dr. Michael Matheny, COL Daniel Klippstein, LTC (Ret) Thomas Tyra, and Col Robert Wadsworth (Canadian Army) at the first annual meeting in 2008.

Also at the 2008 annual meeting, the following officers were elected to the Executive Council:

  • President – COL James Boling
  • 1st Vice President – MAJ Scott Davis
  • 2nd Vice President – COL Steve Dalzell
  • 3rd Vice President – LTC Robert MacMullen
  • Executive Secretary – CPT Timothy Wolfe
  • Executive Director (appointed) – Dr. Michael Matheny
  • Order of St. George Coordinator (appointed) – BSAP Director
  • Website Administrator (appointed) – MAJ Gary Good

At the 2009 annual meeting, the following officers were elected to the Executive Council:

  • President – MAJ Andrew Ajamian
  • 1st Vice President – MAJ Timothy Wolfe
  • 2nd Vice President – MAJ Scott Davis
  • 3rd Vice President – MAJ Alexander Sharpe
  • Executive Secretary – CPT Deidre Peterman
  • Executive Director (appointed) – Dr. Michael Matheny
  • Order of St. George Coordinator (appointed) – BSAP Director
  • Website Administrator (appointed) – MAJ Gary Good

At the 2010 annual meeting, an amendment increasing the length of the officers of the Executive Council to two years was passed.  Also that year Medals of Saint Gabriel were awarded to Colonel Kevin Smith and Lieutenant Colonel Robert MacMullen.  Additionally, the following officers were elected to the Executive Council:

  • 2nd Vice President – MAJ Blaire Harms
  • 3rd Vice President – CPT David Matheson
  • Executive Secretary – MAJ Deidre Peterman

  • Website Administrator (appointed) – MAJ Gary Good

In 2010, LTC Scott Cline and LTC David McHenry were also appointed as senior advisors to the USMSA President.
